Subject: (a) Consideration of changes to the County of Lake Hiring Incentives Policy; and (b) Discussion of the existing qualifying positions and using the "hard to fill" criteria to determine eligibility outlined in the Incentive Policy
Executive Summary:
Staff recommend the following changes to the County of Lake Hiring Incentives Policy:
• To provide clarity, define a newly appointed employee as an individual who has not been employed by the County in a permanent capacity within the last 2 years.
• Discuss removing the existing list of qualifying positions and instead use the "hard-to-fill" criteria to determine eligibility outlined in the Incentive Policy.
The updated Hiring Incentive Policy is attached for your review and consideration.

Recommended Action:
(a) Approve the definition of a newly appointed employee as an individual who has not been employed by the County in a permanent capacity within the last two years pending the Meet and Confer meeting with the unions.
(b) Direct staff to remove the existing list of qualifying positions and use the "hard-to-fill" criteria to determine eligibility and come back with this change at a future meeting.
