Subject:                     Presentation of 2024 Housing Element and General Plan Progress Reports

 

Executive Summary: The Community Development Department (CDD) will provide a review of the 2024 Housing Element and General Plan Annual Progress Reports (APRs) to the Board of Supervisors. Both APRs will be submitted to the Department of California Housing and Community Development (HCD) and the Governor’s Office of Planning and Research prior to the April 1, 2025, deadline.

 

 

Since 1969, California has required that all local governments (cities and counties) adequately plan to meet the housing needs of everyone in the community. California’s local governments meet this requirement by adopting housing plans (aka housing elements) as part of their “general plan” (also required by the state). General plans serve as the local government’s “blueprint” for how the city and/or county will grow and develop and include eight elements: land use, transportation, conservation, noise, open space, safety, environmental justice, and housing.

 

All jurisdictions are required to provide OPR and the HCD with separate and Housing Element and General Plan Annual Progress Reports APRs by April 1 each year (covering the previous calendar year), pursuant to Government Code Sections 65400 and 65700. Attachment 1 includes the 2024 Housing Element APR and Attachment 2 includes the 2024 General Plan APR.

 

Each jurisdiction (counties and cities) must prepare an Annual Progress Report (APR) on the jurisdiction’s status and progress in implementing its housing element using forms and definitions adopted by the California Department of HCD (Government Code Section 65400).

 

Housing Element APR Summary

 

The 2024 Housing Element APR consists of a spreadsheet template created by the HCD to capture housing activity and the County of Lake’s progress toward meeting it’s Regional Housing Needs Allocation (RHNA). The Housing Element APR report includes the following topics. Topics that do not apply to the County are left blank (Table J and Table K):

The table below lists the 2024 totals that were issued by the CDD for entitlements, building permits, and certificates of occupancy. As shown, of the 123 entitlements issued, there were 27 very low units and 27 low non-deed restricted units. A total of 91 building permits were issued, including 12 low deed restricted units. A total of 26 certificates of occupancy were issued, including five very low non-deed restricted units.

According to the Housing Element ARP, the total RHNA needed to meet the County’s allocated total units from the State for the sixth-cycle period from 2019 through 2027. The total RHNA is 1,339, and from 2019 to 2024, a total of 369 units have been met. By income level only 21 units have been met for very low non-deed restricted.  Only 6 extremely low-income units have been met. In order to meet the required RHNA, the County will need to issue permits for 1,130 units which would include 160 units for extremely low-income levels.

General Plan ARP Summary

 

The 2024 General Plan APR gives an overview of how the County implemented its 2008 General Plan through various actions. A description of each Element is provided followed by the actions that implement the Plan. In addition to the 2008 General Plan, an overview of activities in preparation of the Lake County 2050 General Plan update is also provided.

 

Although General Plan APR’s have been required by the HCD since 2019, the first was not completed until last year. The HCD has no template for the General Plan ARP, but requires topics to include.
