Memorandum

Date:                                          June 18, 2024

To:                                          The Honorable Lake County Board of Supervisors

From:                                          Scott De Leon, Water Resources Director and Linda Rosas-Bill, Program    Coordinator

Subject:                                          (Sitting as the Board of Directors Lake County Watershed Protection District) A) Approve the addition of a fixed asset titled Skid Steer in 2023-2024 Capital Asset Listing in the amount of $100,000; and B) Approve budget transfer of $100,000 to account 781.62-74, and $27,500 to various expense accounts; and C) Authorize the Water Resources Director to issue a purchase order in the amount of $98,723.63 to PAPE Machinery for a John Deere 325G

Executive Summary:

In the Fiscal Year 2023-2024 budget, the Watershed Protection District (“District”), Fund 200, Budget Unit 8109, did not account for an interfund transfer in the amount of $127,500 from the County of Lake Department of Agriculture for vegetation control and invasive species plant management. The attached budget transfer allocates the necessary appropriations to purchase needed supplies and equipment - which will be used for invasive vegetation management on the Lake County levee system and Highland Springs Recreation Area for the purposes of wildfire risk reduction, flood protection, and general maintenance.  Serving as the Board of Directors of the Watershed Protection District, your board is authorized to perform this action by various sections of the Government Code, and this adjustment will make it possible for the District to complete the purchase of the needed supplies and capital fixed asset equipment.

The District also requests the authorization of a purchase order in the amount of $98,723.63 to be issued to PAPE Machinery for the purchase of a John Deere 325G skid steer as outlined in Exhibit A. The vendor (PAPE Machinery) has utilized Sourcewell, a County-approved cooperative purchasing consortium, to secure a price quotation for the equipment. The use of Sourcewell meets the requirements of Ordinance #2406, Purchasing Code No. 38.4 Cooperative Purchases and, as an authorized dealer of John Deere equipment, the vendor is authorized to utilize Sourcewell pricing, and their proposal reflects their Sourcewell contract number.
