Subject: Approve Resolution Authorizing the Amendment to the Standard Agreement between County of Lake and the Department of Health Care Services for the period of July 1, 2022 Through June 30, 2027 and Authorizing the Behavioral Health Director to Sign the Amendment.
Executive Summary:
This amendment to the Standard Agreement for Specialty Mental Health Services with the Department of Health Care services is required to comply with Cal-AIM initiatives and language. Here are the changes, in short:
In Exhibit A - Attachment 2
• Language changes from “members” to “beneficiaries.”
• Added language about Mobile Crisis Services.
• Changes to the description of Day Intensive Treatment Services, which is not a service presently offered in Lake County.
• Additional language regarding payments for Indian Health Care Providers.
Language referencing Cost Reporting is eliminated.
• Language regarding Interoperability has been added.
• Additional language regarding our 274 Provider Network Data reporting has been added.
• Language regarding Telehealth and Out-of-Network providers has been added.
• Language regarding Timely Access and Urgent Appointments has been added.
• Additional information regarding language and non-discrimination requirements has been updated, with old language removed.
• Clarifying language has been added regarding the Member Problem Resolution Process.
• Language regarding Periodic Audits has been added.
In Exhibit B
• Language changes from “members” to “beneficiaries.”
• Language regarding Medical Assistance Payment Provisions has been updated/changed.
• Language regarding the Claims Adjudication process has been updated to comply with CalAIM payment reform provisions, specifically regarding Federal Financial Participation.
In Exhibit E - Additional Provisions
• Language changes from “members” to “beneficiaries.”
• Updates to State and Federal Laws which Govern the contract
• Update of various definitions, including service definitions to match CalAIM reform
