Subject: Consideration of Agreement Between County of Lake and Willow Glen Care Center for Adult Residential Support Services and Specialty Mental Health Services in an amount not exceed $500,000 for Fiscal year 2025-26
Executive Summary:
Lake County Behavioral Health Services (LCBHS) seeks approval of the FY 2025-2026 agreement with Willow Glen Care Center, a licensed Institute for Mental Disease (IMD) located in Yuba City, California. The total contract amount shall not exceed $500,000.
Willow Glen Care Center provides intensive mental health rehabilitation services to adults with serious mental illness who require long-term, structured care in a secure environment. These services are essential for clients who cannot safely be managed in community-based settings and who require an intermediate level of care following acute psychiatric hospitalization. Services include psychiatric stabilization, medication management, psychosocial rehabilitation, discharge planning, and co-occurring disorder treatment.
In FY 2024-2025, LCBHS placed 15 unduplicated clients at Willow Glen, highlighting the facility’s ongoing importance in supporting continuity of care for high-acuity individuals.
This contract is consistent with the County’s Purchasing Ordinance. Willow Glen is one of a very limited number of IMD facilities in California that will accept Lake County clients, particularly those with complex behavioral health and medical needs. LCBHS has contracted with Willow Glen for several years due to its consistent quality of care, responsiveness to County needs, and the absence of equivalent alternatives locally. The facility remains in good standing with state licensing bodies and provides reliable documentation and care coordination.
Approval of this agreement ensures that the County can continue to meet its legal obligations under the Lanterman-Petris-Short (LPS) Act and the Specialty Mental Health Services waiver, including timely placement for beneficiaries who meet medical necessity criteria for IMD-level care.
