Memorandum

Date:                                          February 24, 2026

To:                                          The Honorable Lake County Board of Supervisors

From:                                          Susan Parker, County Administrative Officer

Terre Logsdon, Chief Climate Resiliency Officer/Tribal Liaison

Subject:                     Consideration of Presentation Giving an Update on the Lake County Resilience Hub Work Group of the American Red Cross Community Adaptation Program

Executive Summary:

The Community Adaptation Program of the American Red Cross has created a growing network of community-based Resilience Centers through the Lake County Resilience Hub Work Group. The Red Cross has partnered with the Lake County Community Organizations Active in Disasters (COAD) and Lake County Community Health Adaptation and Resilience Mobilization (CHARM) teams for this work.

We are here to inform your Board and offer a high-level overview of current progress, including a map of participating sites, an update on resilient power capacity (generators, batteries, and solar), and key readiness milestones.

As part of this work, CHARM is partnering with the Resilience Hub network to support site-based workshops and community engagement events at each of Lake County's newer Resilience Centers, strengthening local readiness for extreme heat and other climate-related disruptions. We will also highlight training outcomes to date, including CPR/First Aid participation and instructor development, FEMA, and other preparedness courses completed, and ongoing efforts to strengthen consistent activation criteria, communications readiness, and coordinated service delivery during disruptions such as extreme heat and Public Safety Power Shutoff (PSPS) events.
