Executive Summary:
The Community Development Department (CDD) - Code Enforcement Division manages the Abandoned Vehicle Abatement Program (AVA) on behalf of the County in the unincorporated areas. Lake County Abandoned Vehicle Abatement Service Authority was formed through a Joint Exercises of Powers Agreement executed on September 1, 1991. Both the City of Lakeport and the City of Clearlake are Authority Committee Members. The ABA Program was suspended by the California State Controller’s Office effective January 1, 2017 and reinstated April 1, 2019. The Authority was created to implement a county wide AVA plan, financed by a one dollar surcharge on motor vehicle license fees. For several years, the County of Lake has contracted with tow companies to perform these tow services in the unincorporated areas.
The scope of work involves the towing and abatement contract services related to the removal and disposal of abandoned, wrecked, dismantled, or inoperative vehicle, boats or parts from private and public property and county roads and state highways throughout the unincorporated County of Lake.
Staff recommends renewing the contract term (a) beginning July 31, 2023, through June 30, 2024 between the County of Lake and Jones towing in the amount of thirty thousand dollars ($30,000), for a total of one year not to exceed $30,000; and (b) beginning June 30, 2023 through June 30, 2024 between the County of Lake and Kelseyville Auto Salvage and Towing not to exceed an amount of ten thousand dollars ($10,000).
This service vendor will perform vehicle towing and abatement in the County of Lake under the supervision of the Community Development Department - Code Enforcement Division.
