Memorandum
Date: June 17, 2025
To: The Honorable Lake County Board of Supervisors
From: Elise Jones, Behavioral Health Director
Wendy Mondfranz, Chief Probation Officer
Subject: Consideration of Letter of Support and Authorization to Submit Proposition 47 Cohort 5 Grant Application.
Executive Summary:
Lake County Behavioral Health Services (LCBHS), in collaboration with the Lake County Probation Department, seeks Board approval to submit an $8 million grant application to the California Board of State and Community Corrections (BSCC) under the Proposition 47 Cohort 5 Request for Proposals. The proposed project expands permanent supportive housing, mental health and substance use treatment, and workforce development services for justice-involved individuals.
Background
Proposition 47 reclassified certain non-violent offenses from felonies to misdemeanors and allocates resulting state savings to local projects that support mental health treatment, substance use services, and housing for justice-involved individuals. BSCC's Cohort 5 RFP prioritizes cross-sector collaboration, housing supports, job training, and civil legal services in alignment with AB 1056.
Lake County’s proposed project will:
• Support construction of a 20-unit supportive housing development in partnership with Rural Communities Housing Development Corporation (RCHDC), leveraging $5 million in AB 109 funds already committed to the project.
• Provide clinical treatment and case management through LCBHS, including Medi-Cal reimbursable services under the County’s integrated agreement with DHCS.
• Deliver workforce readiness training in partnership with North Coast Opportunities (NCO) through their BUILD program.
• Enhance reentry support through dedicated Probation staffing and data coordination.
The grant requires that at least 5% of awarded funds be allocated to an independent evaluation of project outcomes.
Request
Staff respectfully requests the Board:
1. Authorize submission of the Proposition 47 Cohort 5 Grant Application by Lake County Behavioral Health Services in partnership with the Probation Department.
2. Approve the Letter of Support for inclusion in the application (attached).
3. Authorize the Behavioral Health Director to sign the application and any related documents as required by BSCC.
Fiscal Impact:
If awarded, Lake County will receive $8,000,000 in additional funding over 42 months to support housing, treatment, and reentry services. This investment supplements existing resources and will not require additional County General Fund contribution.
