Subject:                     Approve Supplemental Services Agreement #8 between the County of Lake and SHN Consulting Engineers & Geologists, Inc., for the Implementation of the Corrective Action Plan for Cleanup and Abatement Order R5-2015-0713 in the amount of $291,870.00 and Authorize the Chair to Sign

 

Executive Summary:

 

The County owns and operates the Eastlake Sanitary Landfill in Clearlake. The facility operates under several regulatory agency requirements, including Cleanup and Abatement Order No. R5-2015-0713, issued by the Central Valley Regional Water Quality Control Board (CVRWQCB). The Order requires corrective actions to address groundwater impacts associated with historical landfill operations.

 

In coordination with the County, SHN Engineers & Geologists, Inc. prepared a Corrective Action Plan (CAP), which was formally approved by the CVRWQCB in April 2025. The next phase of compliance involves implementation of the approved plan in accordance with regulatory timelines. The plan includes the installation of five extraction wells, specifically three soil-vapor extraction wells and two groundwater extraction wells.

 

In 2024 your Board approved a General Services Agreement with SHN following a qualifications-based selection process for landfill environmental services. Consequently, this Supplemental Services Agreement is in compliance with the County’s competitive selection policy. SHN has extensive knowledge of the site and has successfully led the development of the CAP, and their continued involvement will ensure consistency, regulatory compliance, and technical accuracy throughout the implementation process.

 

The agreement total of $291,870 is consistent with the anticipated costs for this phase and is within budgeted allocations in the Eastlake Landfill Enterprise Fund, Budget Unit 4121.
