Memorandum

Date:                                          June 17, 2025

To:                                          The Honorable Lake County Board of Supervisors

From:                                          Susan Parker, County Administrative Officer

Stephen L. Carter, Jr., Assistant County Administrative Officer

                                          Lars Ewing, Public Services Director

Subject:                     Consideration of a Resolution Dedicating Herndon Cemetery as Pioneer Memorial Park

Executive Summary:

In 2006, your Board approved Resolution 2006-116 declaring Abandonment of Herndon Pioneer Cemetery as a place of future interment. The cemetery has also been referred to as, “Lower Lake Pioneer Cemetery,” “Herndon-Copsey Pioneer Cemetery,” and, “Copsey Creek Cemetery” (APN 012-039-060), and similar derivatives.  Resolution 2006-116 expressed that Board’s intent the parcel would be Dedicated as a Memorial Park.

The parcel has been surveyed, and a legal description was created.  All copings (i.e., borders or frames surrounding grave plots), improvements, and embellishments found to be a danger to the health, safety, comfort or welfare of the public have been removed.  A Public Notice was published once a week for 4 weeks.  The final step is to bring this Resolution before the Board of Supervisors for approval.

Your Board’s Adoption of today’s Resolution will ratify Resolution 2006-116, deem the cemetery Abandoned, and officially dedicate the parcel as “Pioneer Memorial Park.”

This action by your Board is not intended to increase maintenance obligations or public use, but rather to formally acknowledge the abandonment of the cemetery.”

Staff recommends your Board Adopt the Resolution.
