Subject:                     Consent Agenda Item for January 13, 2026

                     Approve Task Order Proposal from On-Call Engineer, Brelje & Race Consulting Engineers, and allow Special Districts to move forward with the design and preparation of a bid package for sewer main lining and lift station lining.

 

Executive Summary:

In 2024 the Special Districts Administration solicited proposals through a Request for Proposal process with solicitation number 250731, to provide On-Call Engineering Services for a five (5) year period.  Through this process we were able to get Brelje & Race Consulting Engineers (BRCE) under contract.  Their contract was executed on December 3, 2024 with a termination date of December 31, 2029.

 

One of the task orders that was given to BRCE was to prepare a bid package to be advertised for construction bids for installing cured-in-place pipe (CIPP) lining to stabilize structural defects and construction inadequacies in sanitary sewer main lines and the lining of three lift stations.  This work will eliminate Inflow and Infiltration in these sections of sewer and the lift stations, as well as extend their useful life.

 

The location of the proposed work is as follows:

Kelseyville

  Three sections that run thru Kelseyville Unified School property consisting of 364 ft of

   8-inch sewer line and 242 ft of 6-inch sewer line.

•  350 ft of 8-inch sewer line on Sylar Lane

•  430 ft of 6-inch sewer line on Lillian Drive

•  733 ft of 6-inch sewer line on Single Springs Road

 

Clearlake

  597 ft of 6-inch sewer line on Harbor Lane

•  744 ft of 6-inch sewer line on Highland Harbor Drive

 

Lucerne

  3 lift stations within the Paradise Valley subdivision

 

The project is fully funded by the Integrated Regional Water Management Grant program (IRWM). The scope of the project is to install pipelining to stabilize structural defects and to prevent inflow and infiltration from groundwater in the sewer mains and three lift stations, and to extend their useful life. 

 

Staff recommend that the Board of Supervisors approve the Task Order Proposal from BRCE and allow Special Districts to move forward with the design and preparation of a bid package to be advertised for construction bids.  The cost of the work is estimated at $173,400.00.  See attached Task Order Proposal and Cost Estimate from BRCE.
