Memorandum

Date:                                          April 23, 2024

To:                                          The Honorable Bruno Sabatier, Chair, Lake County Board of Supervisors

From:                                          Lars Ewing, Public Services Director

Subject:                     A) Waive the competitive bidding process, pursuant to Lake County Code Section 2-38.2(3), based on the determination that competitive bidding would produce no economic benefit to the County

B) Authorize the Public Services Director / Assistant Purchasing Agent to issue a purchase order not to exceed $120,000 to Mittry Construction Equipment Company for a Caterpillar CT660 Heavy Duty Dump Truck

Executive Summary:

The adopted FY 2023-24 budget for Integrated Waste Management includes a capital appropriation of $200,000 for the replacement of a dump truck at the Eastlake Landfill. This week the dump truck planned to be replaced had a catastrophic failure this week, consequently staff located a 2014 Caterpillar CT660 dump truck available for purchase for $107,500 from Mittry Construction in Redding, who specializes in heavy equipment sales. Shipping and other costs are still to be determined. Landfill staff inspected the dump truck and coordinated with Peterson Caterpillar, the County’s contract landfill heavy equipment mechanic, to ensure the truck can be included in the fleet of equipment they maintain. Public Services staff is of the opinion that it is in the public interest to purchase this dump truck, and that competitive bidding would produce no economic benefit to the County.
