Executive Summary:

The California Strategic Growth Council, (SGC) is a 10-member council comprised of seven state agencies and three public members with the mission to build healthy, thriving, and resilient communities for all. Funded through California’s Cap and Trade system and the California General Fund, SGC’s grant programs, strategic initiatives, and interagency coordination focusing on multi-benefit and community-centric solutions at the nexus of climate and equity.

 

The Community Resilience Centers (CRC) Program will fund neighborhood-level resilience centers to provide shelter and resources during climate and other emergencies, as well as year-round services and programming that strengthen community connections and ability to withstand disasters.

 

There are three subcategories of the CRC grant program: Planning, Project Development, and Implementation/Construction. Our grant application is to the Planning subcategory. Staff has met with and engaged most Senior and Community Centers throughout the County as well as the Lake County Fairgrounds to understand their baseline needs and concerns to undergo a planning process for their facilities to serve as cooling/warming/clean air centers in their communities during extreme weather events.

 

This grant will increase community resiliency in Lake County by developing a Strategic Plan to establish a central "Hub" CRC and 11 "Spoke" CRCs. The County-owned and operated Hub CRC will support and provide resources the Spoke CRCs, serve as an evacuation center, and provide other services to be determined through community outreach. The Spoke CRCs will serve as cooling, warming, and clean-air centers for communities during extreme weather events and serve as neighborhood centers where information, publications, notifications, educational materials and more can be accessed by the community which are supplied by the Hub CRC.

 

In the future, it is intended that the Hub CRC would also include office and warehouse space for emergency and climate-related service providers that will ensure sustainability of the facility.
