Subject:                     Consideration of the 2026-2030 County Road Pavement Preservation Work Plan

 

 

Executive Summary:

 

The Lake County Public Works Department maintains 612 centerline miles of roadway, of which 464 miles are paved. Due to aging pavement, weather-related impacts, and limited historical funding, the County’s pavement condition index (PCI) - which objectively scores the condition of road segments on a scale of 0 to 100 - is currently estimated at 35, categorized as “Poor.”

 

In the past, pavement preservation work was completed as resources and opportunities allowed. Building on previous consultant-prepared pavement management reports, Public Works staff have prepared this implementable, fiscally constrained 5-year plan for 2026 through 2030. The workplan places significant emphasis on the practical, on-the-ground experience of the County Road Superintendent and his foremen, leadworkers, operators, and other road maintenance staff who will play a central role in prioritizing and delivering the work, complemented by County engineers who provide assistance to the superintendent to prepare the plan.

 

The plan that will be presented outlines pavement preservation treatment for 155 miles of the County’s paved network, prioritizing cost-effective maintenance to extend pavement life and improve overall system condition.

 

The presentation will include information on:

                     County-maintained road network

                     Funding sources and anticipated revenues

                     Summary of recent pavement work

                     Planned pavement treatments for 2026-2030

                     Expected outcomes
