Memorandum
Date: 5/20/2025
To: The Honorable Lake County Board of Supervisors
From: Mireya G. Turner, Community Development Department Director
Subject: Approve Community Development Staff Shannon Walker-Smith and Damien Marks for Travel to Exceed the 1500 mile maximum to Boston Massachusetts for OpenGov Training
Executive Summary: The Community Development Department (CDD) began using the OpenGov software March 3rd, 2025, for Permitting, Code Enforcement, Planning, and Public Information Requests. OpenGov has provided temporary Hypercare for a limited period to assist in ensuring the software operates as expected and to make any changes and/or updates to fees, forms, and configuration. The Hypercare will end as expected in May and the Community Development Department will need the ability to update the software as needed, ensuring fees, permits, configuration and operational issues can be resolved quickly. OpenGov will continue to offer support services for technical issues, but they will not be able to update items that need regular maintenance or annual updates. For this reason, having CDD staff that is well versed on configuration of the software will ensure that it remains up to date and accurate for the public.
OpenGov hosts an annual training for new OpenGov users in Boston, to be held June 4th and 5th 2025. The registration will be at no cost to Lake County and CDD will pay for travel, lodging and meals. Due to the event being in excess of 1500 miles we request the Board of Supervisors to approve a Motion for Shannon Walker-Smith and Damien Marks to travel in excess of 1500 miles round trip as per County Policy Section 15, Section 1 - General Provisions, 1.6 Authorization Requirement, E Travel Exceeding 1,500 Map Distance Miles Round Trip. Both staff members will fly out of Sacramento International Airport on June 3rd and return June 6th.
