Memorandum

Date:                                          March 17, 2026

To:                                          The Honorable, Brad Rasmussen, Chair of the Lake County Board of Supervisors

From:                                          Lars Ewing, Public Services Director

Subject:                     A) Adopt a Resolution accepting $186,223.41 from the Karen L. Marino Revocable Trust to be used for Mt Konocti Park for planning and development of new trails and trail improvements; and B) Authorize the Public Services Director to sign the Waiver of Objections to Accounting form and the Consent to Proposed Distribution form.

Executive Summary:

The Karen L. Marino Revocable Trust has offered a donation in the amount of $186,223.41 to support the creation, improvement, and maintenance of public trails and park amenities at Mt. Konocti County Park. Acceptance of this donation will allow the County to enhance trail infrastructure and address ongoing maintenance needs consistent with the donor’s stated intent.

Mrs. Marino expressed a desire to support public access, recreation, and the long-term stewardship of Mt. Konocti through improvements to public parks and trails. The donated funds will be restricted for use on trail-related improvements and maintenance within Mt. Konocti County Park.

As part of the trust administration process, the County is required to sign two documents: a Waiver of Objections to Accounting, and a Consent to Proposed Distribution. These forms acknowledge receipt and review of the trust accounting and authorize the trustee to proceed with distributing the funds. Public Services staff coordinated with the Auditor-Controller’s office and County Counsel to review the proposed distribution, supporting documentation, and acceptance process to ensure the transaction is appropriate and consistent with County financial and legal requirements.

The proposed resolution formally accepts the donation and restricts the use of the funds to trail planning, development, improvements, and maintenance at Mt. Konocti County Park and authorizes the Public Services Director to execute the necessary documents to complete the transaction.

The County greatfully acknowledges the generosity of the Karen L. Marino Revocable Trust and its contribution toward enhancing public recreational opportunities at Mt. Konocti County Park.
