Memorandum

Date:                                          March 3, 2026

To:                                          The Honorable Brad Rasmussen, Lake County Board of Supervisors

From:                                          Lars Ewing, Public Services Director

Subject:                     Approve Amendment Two to the Agreement with Staten Solar Corporation for Design, Installation, and Commissioning of Energy Conservation Facilities Serving the Lake County Courthouse Campus

Executive Summary

On January 9, 2024, your Board approved an energy conservation agreement with Staten Solar Corporation for the design, installation, and commissioning of carport solar panels at the main courthouse campus parking lot, as well as six electric vehicle (EV) charging stations.

The project has reached substantial completion and is operational. However, during construction several field conditions and coordination requirements required modifications to fully implement the originally approved project objectives.

This proposed amendment represents the final reconciliation and closeout modification to incorporate additional work performed during construction that was necessary to deliver the intended project. The additional work includes the following:

Increased column heights and footing depths

Installation of one additional ADA-accessible EV charging station

Installation of additional conduit and stubs to accommodate future EV expansion

PG&E fees for main EV panel and transformer

                     Engineering coordination and design refinements

The original contract amount was $2,284,131.00 and the amendment adds $85,600.44 for a revised contract total of $2,369,731.44. This represents a 3.75% increase over the original contract value. Funding for this amendment is available within the previously approved project budget in Budget Unit 1778. No additional appropriation is required.
