Executive Summary:
This memorandum seeks approval for Amendment No. 1 to the Agreement between Lake County and New Life Health Authority dba New Life, LLC, for the provision of Substance Use Disorder (SUD) services in Fiscal Year 2024-25. The amendment aligns with recent updates to the Medi-Cal Short Doyle aid code types and the corresponding federal financial participation (FFP) percentages as of December 2023. These updates reflect necessary changes to ensure continued compliance with state and federal funding mechanisms.
Under the DMC-ODS plan, Lake County is obligated to fund the provision of services to Medi-Cal beneficiaries enrolled in the program. As part of this plan, services rendered by New Life LLC are eligible for reimbursement through Medi-Cal and Medicare, based on the updated Aid Code Table, which now includes specific percentages for federal and state contributions.
Importantly, beneficiaries have the freedom to choose their service providers, and Lake County must honor this choice by ensuring that services rendered to any beneficiary under the Medi-Cal program, including those provided by New Life LLC, are covered within the scope of the DMC-ODS plan. This amendment ensures that the County is in full compliance with Medi-Cal’s reimbursement and eligibility criteria, maintaining accurate financial reporting and timely reimbursement for services rendered.
The amendment includes no change to the total contract maximum but ensures that all services provided align with updated state regulations. This change is necessary for maintaining ongoing federal and state funding and ensuring the continued provision of high-quality services to Lake County residents who rely on these vital resources.
