Subject:                     Consideration of Appointments to the Local Area Plan Advisory Committees

 

Executive Summary: On April 2, 2024, the Board established eight Local Area Plan Advisory Committees (LAPACs) as ad hoc working groups, to provide recommendations on the Lake County 2050 Local Area Plan Updates. Each LAPAC has the option of nine members of various categories, listed in the table below. Because these working groups are temporary in nature, focused on the single task of seeking consensus and making recommendations on the draft local area plans, these committees are not bound by the Brown Act. However, since community consensus on the draft area plans is the purpose of the LAPAC, all meetings shall be noticed on both the County’s Agendas webpage (<https://www.lakecountyca.gov/agendacenter>) and the Lake County 2050 Project webpage (www.LakeCounty2050.org <http://www.LakeCounty2050.org>). As these are working group type of committees, a quorum is not required in order to meet. Staff anticipates the majority of the work for each LAPAC will take place within the remainder of this calendar year, as the draft area plans are currently scheduled for public review by the end of 2024.

 

This item was originally considered by the Board on July 16, 2024. The LAPACs for Kelseyville, Lakeport, and Upper Lake/Nice Planning Areas were carried over to today’s agenda to allow for Staff to confer on Brown Act-related questions, and to give additional time for applications to be received.
