Subject:                     Sitting as the Lake County Air Quality Management District Board of Directors, Approve the Community Air Protection (CAP) Incentives Program Lake County Office of Education School Filtration Project, and authorize the APCO to sign the Funding Contract and Issue Payment Upon Project Completion.

 

Executive Summary:  The District received $120,920.14 for Year 2 and $65,820.99 in Year 3 incentive funds from the State Air Resources Board (ARB).  The funding proposed herein would utilize Year 2 and most of Year 3 funds.  The contract will fund up to a maximum of $178,328.25 or up to 90% of the actual project cost whichever is lower.  The project details can be found in the attached contract.

 

District staff has solicited applications for the CAP program.  The School Filtration project for Lake County Office of Education (LCOE) will provide benefit throughout the County.  Along with filters installed in all facilities operated by LCOE, every District will receive filtration units for gymnasiums to create clean air spaces for students and the community (when used as an evacuation shelter). 

 

The District is required to inspect and audit the project and ensure all program requirements are met prior to project funding.  The District will provide funding for this project upon verification that the project is complete and equipment is fully operational. 

 

Additional funding is anticipated in the coming year to fund additional Community Air Protection projects.

Recommended Action:  That the Board of Directors approve the Community Air Protection (CAP) Incentives Program Lake County Office of Education School Filtration Project, and authorize the APCO to sign the Funding Contract and Issue Payment Upon Project Completion.
