Subject:                     Consideration of Agreement for Construction Management Services for the 2024 Pavement Rehabilitation Project with GHD with an amount not to exceed $634,478.00, and Authorize the Chair to Sign

 

Executive Summary:

 

As your Board is aware, earlier this year Argonaut Constructors, Inc. was awarded the construction contract for the 2024 Pavement Rehabilitation Project in the Cobb area. In support of the project, on March 10, 2025, staff issued a request for proposals (RFP) for construction administration, construction inspection, and materials inspection. The RFP resulted in the County’s receipt of six (6) proposals, and a consultant selection board selected GHD as the best qualified firm in accordance with the County policy for review and selection of professional consultants. After that recommendation, the former Public Works Director reviewed GHD’s fee proposal and determined the amount of $634,478.00 to be reasonable (12% of the construction contract amount). Consequently, staff recommends approval of the attached Agreement for Construction Management Services with GHD.

 

It is important to note that pre-construction meetings between the County, Argonaut, and GHD began on June 2, 2025, and construction started on June 18, 2025, with GHD providing the County with construction management services in support of the project. Consequently, staff recommends your Board approve the Agreement with GHD with an effective date retroactive to June 1, 2025.

 

The project is fully funded by SB1 and PG&E Settlement funds.
