Subject: Presentation of the Lake County Parks, Recreation, and Trails Master Plan
Executive Summary:
In the Fall of 2022, the County began developing the first-ever Parks, Recreation, and Trails Master Plan (Master Plan). The County’s selected consultant, BluePoint Planning, provided the professional guidance for the plan development process. BluePoint’s expertise was combined with invaluable assistance from County staff in multiple departments, employees from numerous local public agencies and organizations, tribal members from each of the local sovereign nations, and other Lake County residents who volunteered their time to provide significant input through participation in steering committees, working groups, and numerous community engagement opportunities.
Lake County is renowned for its stunning landscapes, diverse ecosystems, and abundance of recreational opportunities. From lakes to peaks and everything in between, our county offers a wide range of recreational experiences for people of all ages and interests, be it on water, in the air, or on land. The purpose of the Master Plan is to provide a roadmap for park, recreation, and trail improvements; address system maintenance and operations; and guide ongoing improvements and decisions. The Master Plan was developed over three major phases: first, existing conditions and visioning; second; needs, opportunities, and strategies; and third, final master plan development. The Master Plan is summarized by the following vision statement, as informed by community input:
From lakes to peaks - parks, programs, and trails that offer healthy and fun recreation experiences for all, while honoring cultural heritages and conserving natural resources for future generations.
The Master Plan was made available for public review on May 13th and will remain open for input until May 31st. It can be accessed at the project website, www.lakecountyprt.com <http://www.lakecountyprt.com>, which also includes the feature to leave comments directly on the Master Plan. The purpose of this staff report and the summary presentation that your Board will receive is to provide your Board and the public with an additional opportunity to offer comments, as well as give your Board an opportunity to give specific direction to staff. After the public review period ends and the Master Plan is finalized, it will be recommended for adoption by your Board as the policy document to guide the future development, enhancement, and preservation of parks, recreational facilities, and trails throughout Lake County.
