Executive Summary:

 

Adopt a resolution authorizing hiring incentives and differential add pay for the Lake County Air Quality Management District staff in response to critical hiring and staffing issues in Lake County’s Air Quality Management District.

 

Due to severe staffing shortages affecting the County of Lake Air Quality Management District, staff recommends implementing a temporary increased incentive program. This program would offer increased incentives of $20,000 each for up to four Air Quality Management District Engineer positions, with a total cost not to exceed $80,000. The temporary hiring incentive program will end either when four employees have received the hiring incentive or on June 30, 2025, whichever occurs first.

 

Any person accepting this hiring incentive must agree to remain employed with the County of Lake Air Quality Management District for two years or return the incentive on a pro-rated basis. Repayment shall be in accordance with the County Hiring Incentive Policy. The Incentive payments shall be made as follows:

1.                     $10,000 following 30 days after the initial appointment.

2.                     $5,000 after one year of employment.

3.                     $5,000 after second year of employment

 

In addition, due to complex geothermal engineering duties the County of Lake Air Quality Management District recommends adding Air Quality Engineer Differential / Add Pay to following classifications:

                     Air Quality Engineer I, shall receive an additional five percent (5%) of their base pay rate for all hours they are assigned as an Air Quality Engineer I.

 

                     Air Quality Engineer II and Air Quality Engineer, Senior, shall receive an additional ten percent (10%) of their base pay rate for all hours they are assigned as an Air Quality Engineer I, Air Quality Engineer II and Air Quality Engineer, Senior.

 

                     Air Pollution Control Officer and Deputy Air Pollution Control Officer shall receive an additional ten percent (10%) of their base pay rate for all hours they are assigned as an Air Pollution Control Officer and Deputy Air Pollution Control Officer.

1.                     Air Quality Engineer II (at step 5 $42.43) at 10% $ 8,825.44

2.                     Air Quality Engineer, Senior (at step 5 $45.69) at 10% $ 9,503.52

3.                     Air Quality Engineer, Senior (at step 5 $ 45.69) at 10% $ 9,503.52

4.                     Deputy Air Pollution Control Officer (at step 5 $ 9,649) at 10% $ 11,578.80

5.                     Air Pollution Control Officer (at step 5 $12,050) at 10% $ 14,460.00

Recommended Action: Adopt a resolution authorizing hiring incentives and differential add pay for the Lake County Air Quality Management District staff in response to critical hiring and staffing issues in Lake County’s Air Quality Management District pending a meet and confer with LCEA Unit 3, 4,& 5 Union.
