Subject:                     Approve the General Services Agreements with DCCM Infrastructure, NCE, and GHD for On-Call Civil Engineering Services, and authorize the Chair to execute the agreements

 

Executive Summary:

 

In November of 2025 the Public Works Department issued a Request for Qualifications (RFQ) for on-call professional civil engineering services in accordance with the County’s consultant selection policy and applicable State and Federal requirements, including those associated with transportation grant funding. The requested services support the planning, design, and implementation of projects carried out by the Public Works Department and may include professional analysis, technical studies, engineering design, plan review, construction support, and other related tasks. The solicitation was not project-specific; rather, it was intended to establish a list of qualified firms to provide services on an as-needed basis. Work will be authorized through future task orders or supplemental service agreements as project needs and funding allow.

 

The County received five responses to the RFQ. A selection committee evaluated and ranked the firms in accordance with County policy and the Caltrans Local Assistance Procedures Manual. Based on this process, DCCM Infrastructure, Inc., NCE, and GHD were identified as the most qualified firms.

 

The proposed General Services Agreements for each firm establish the terms and conditions for on-call services. Each agreement has a term of three (3) years, with the option to extend for up to two (2) additional one-year periods, for a total term not to exceed five (5) years. Approval of these agreements does not commit the County to any specific level of expenditure; costs will be incurred only as individual task orders are authorized and funded.

 

Staff recommends your Board’s approval of the General Services Agreements for On-Call Civil Engineering Services with DCCM Infrastructure, Inc., NCE, and GHD, and authorize the Chair to sign the agreements.
