Subject: Approve Letters of Support Responsive to State Legislative Update of May 13, 2025, and Authorize the Chair to Sign: (a) SB 346; (b) AB 418; (c) AB 259; (d) AB 339 and authorize the Chair to sign
Executive Summary:
As your Board will recall, Nielsen Merksamer Parrinello Gross & Leoni has served as the County of Lake’s State-level Advocacy Firm since January 2024. Their trusted support in Sacramento with your Board’s Legislative Priorities has been highly valuable; all four Bills on which your Board took a formal position during the 2024 Legislative session were meaningfully influenced by our lobbying firm’s actions on behalf of Lake County.
On Tuesday, May 13, Geoff Neill presented a State Legislative Update, and your Board expressed interest in engaging on the following Bills:
• SB 346 (Short-Term Rentals)
• AB 418 (Chapter 8 Sales)
• AB 259 (Extension of Brown Act sunsets)
• AB 339 (Limits Contracting)
• AB 470 (Carrier of Last Resort)
• SB 707 (Brown Act)
As of this writing, AB 470 has been re-referred to the Committee on Rules, and a Letter is considered untimely. Additionally, substantial Amendments were recently made to AB 707, and staff recommends waiting for the language of the Bill to clarify prior to your Board adopting a formal position.
Therefore, this Consent Item provides for Approval of position letters for SB 346, AB 418, AB 259, and AB 339. Given your Board’s previous discussion of these Bills, it is anticipated these Letters will be non-controversial. When appropriate, given changes to SB 707 and potential for changes to AB 470 (if it emerges from the Rules Committee), a Discussion Item on one or both of those Letters will be brought forth.
Staff Recommends your Board Approve the Letters, in consistency with your discussion and direction of May 13, 2025, and Authorize the Chair to Sign. As is customary, approved Letters will be routed to our State Legislative Delegation, in addition to the addressee(s).
