Subject:                     ADDENDUM - Consideration of Agreement Between County of Lake - Lake County Behavioral Health Services as Lead Agency for the Lake County Continuum of Care and Redwood Community Services for Fiscal Years 2026/27, 2027/28 and 2028/2029

 

Executive Summary:

Redwood Community Services has been providing low barrier shelter services for our unsheltered population since October 1, 2023.  Due to their contract expiring, the Lake County Continuum of Care did a Request for Proposals to receive proposals on how best to spend our Homeless Housing, Assistance and Prevention (HHAP) funds that we received from the State of California.  We received only one proposal, from Redwood Community Services, and the Lake County Continuum of Care Grant Review committee submitted their recommendation to the Executive Team to approve the proposal received.

 

The agreement before the Board of Supervisors is for three years from August 1, 2026 to June 30, 2029 for a total not to exceed $612,041.  This total amount will be adjusted as more HHAP funding is made available.  California State Budget for this fiscal year has approved more HHAP funds and we anticipate to collect a higher amount than last year due to negotiations between the Governor and our Legislature.  The first fiscal year will be covered by the amount not to exceed.

 

RCS will be utilizing Cal-AIM reimbursements to offset some of the cost of running and operating their program within the facility, which greatly reduces the cost to the Continuum of Care and the County.

 

This agreement was approved by the Lake County Continuum of Care Executive Committee on July 24, 2026.
