Subject:                     a) Adopt the Resolution authorizing the County of Lake to submit the application and participate in the Prohousing Designation Program;  b) Adopt the Resolution to apply for and allow for the receipt of Prohousing Incentive Pilot Program funds;  c) Approve the County of Lake Homeless Encampment one-page summary and authorize the Chair to sign; and d) Authorize the County Administrative Officer to sign the Prohousing Designation Program application, the Public Participation Checklist, and the Prohousing Incentive Program application

 

Executive Summary:

 

The County of Lake has an opportunity to become a Prohousing Designated jurisdiction in the state of California, which provides a competitive advantage for grant funding opportunities and further demonstrates the County’s commitment to the development of affordable housing in the community.

 

Jurisdictions awarded a Prohousing Designation will receive a competitive advantage on some affordable housing and infrastructure grant programs, including the Prohousing Incentive Program, Affordable Housing Sustainable Communities Program, Transformative Climate Communities, and the Infill Incentive Grant Program.

 

Staff requests your Board’s approval to apply for the Prohousing Designation Program (PDP) and the Prohousing Incentive Program (PIP) and the adoption of the proposed Formal Resolution for the Prohousing Designation Program.  Additionally, staff requests your Board’s approval of the one-page summary that outlines its treatment of homeless encampments on public property and that it complies with and will continue to comply with the constitutional rights of persons experiencing homelessness. This one-page summary demonstrates “best practices for the treatment of unhoused individuals camping on public property, consistent with the United States Interagency Council on Homelessness “7 Principles of Addressing Encampments.”
