Subject: Consideration of Community Project Funding Resolution a) Middle Creek, CA and Community Project Funding Resolution b) Middle Creek Flood Damage Reduction and Ecosystem Restoration
Executive Summary:
The County was recently notified that the 117th Congress of the United States has announced another round of the Community Project Funding Program for fiscal year 2023. This important program will direct funds to specific state, county, local governments, districts and non-profits to support health, safety and economic well-being.
Members of Congress can submit up to fifteen (15) Community Project Funding proposals on behalf of all the jurisdictions within their federal district. Submitted projects will be competitively evaluated by the Committee on Appropriations. While there is no guarantee all will be funded, projects with strong local support will be given preference.
On April 5, 2022, your Board adopted Resolution 2022-37 that identified the Lakeport Armory Facility Repurposing Project as a Community Project Funding Proposal priority. In addition, your Board requested that staff seek other proposals that could be deemed eligible for consideration for Community Project Funding. The following two projects are presented for your Board’s consideration.
Middle Creek, CA (as listed on the eligibility list) $1,000,000
Update and complete the feasibility stage of the Middle Creek, CA Project. The tasks include updating the 2003 Environmental Impact Statement, fulfilling the requirements of the National Historic Preservation Act and National Environmental Policy Act, and developing a Programmatic Agreement between the Tribes, Lake County, California Department of Water Resources, California State Historic Preservation Officer and the United States Army Corps of Engineers.
Middle Creek Flood Damage Reduction and Ecosystem Restoration Project
$800,000
Design and relocate 7 power lines located within the Middle Creek, CA project area.
If adopted, staff will complete all the necessary steps needed to submit proposals including the demonstrated community need and support before the due date of Friday, April 15, 2022.
