Date:                                          August 26, 2025

To:                                          The Honorable Lake County Board of Supervisors

From:                                          Bruno Sabatier, District 2 Supervisor

Matthew T. Rothstein, Chief Deputy County Administrative Officer

Subject:                     Approve the 3rd Amendment to 2019 Agreement Between the City of Clearlake, City of Lakeport and the County of Lake for Operation of a Local Public, Educational, Governmental (PEG) Cable Television Channel, with Amendments Including Extension of the Term Through June 30, 2030 and authorize the Chair to sign

Executive Summary:

As your Board is aware, County and the Cities of Clearlake and Lakeport entered into an Agreement to operate a local Public, Educational, Governmental (PEG) cable television channel, Lake County PEG TV (Mediacom Channel 8), November 17, 2015.  A new Agreement was created in 2019, supporting continued operation of the channel.

The 2019 Agreement anticipated extension of funding for operating expenses, provided the County and Cities continued to agree doing so served the public interest; it was previously Amended in 2021 and 2023 (term extensions only).

The attached Amendment extends funding for Lake County PEG TV through June 30, 2030.  Further Amendments conform the Agreement to existing practice and update the City of Clearlake’s “in-kind” contribution. It has been approved by the Clearlake (August 7) and Lakeport (August 19) City Councils.  The PEG Board also affirmed their support of the Amendment Monday, August 4.

I recommend our Board Approve the 3rd Amendment to the 2019 Agreement between the City of Clearlake, City of Lakeport, and the County of Lake for operation of a Local Public, Educational, Governmental (PEG) Cable Television Channel.
