Subject: Approve Amendment No. 1 to the Agreement Between the County of Lake and Vista Pacifica Enterprises, Inc. for Adult Residential Support Services and Specialty Mental Health Services for Fiscal Year 2025-2026 for an Amount no-to-exceed $1,100,000.00 and Authorize the Chair of the Board to Sign
Executive Summary:
The County of Lake entered into an agreement with Vista Pacifica Enterprises, Inc. effective July 1, 2025, for Adult Residential Support Services and Specialty Mental Health Services for Fiscal Year 2025-2026, with an original contract maximum of $750,000.00. Amendment No. 1 increases the total compensation payable under the agreement by $350,000.00, resulting in a revised contract maximum of $1,100,000.00, and amends Section 3 (Compensation) to reflect this change.
Since implementation of the agreement, utilization of services has exceeded initial projections, reflecting increased demand for Residential and Specialty Mental Health Services within Lake County. Over the past ten months, the Contractor has maintained an average utilization of 273.8 bed days per month.
Historical utilization and expenditures further demonstrate the increasing demand for services:
• FY 2023-2024: $414,206.65
• FY 2024-2025: $668,010.00
• FY 2025-2026: $918,245.00 invoiced to date (9 active clients served)
During the current fiscal year, Vista Pacifica has served 9 active Lake County clients, the majority of whom were admitted from Lake County Jail and require long-term, high-acuity behavioral health placement and stabilization services.
Vista Pacifica currently serves clients with significant mental health, co-occurring substance use, behavioral, and forensic needs. Of the 9 currently enrolled clients, all but one were transferred from Lake County Jail. One client is currently on active discharge status, with two additional clients approaching readiness to transition to lower levels of care. Several clients have demonstrated gradual progress toward increased independence and reduced levels of care, while others continue to require intensive structured placement due to ongoing psychiatric instability, co-occurring substance use, medical complexity, AWOL risk, behavioral incidents, or lack of insight into treatment needs.
Behavioral Health staff continue to review ongoing placement appropriateness, medical necessity and treatment needs, discharge readiness, and opportunities to transition clients to lower levels of care when clinically appropriate and feasible.
Over the past three fiscal years, Vista Pacifica has served several unique Lake County individuals. Utilization trends reflect extended lengths of stay associated with the high-acuity nature of the population served, with 7 clients requiring placements exceeding 12 months due to persistent mental health symptoms, safety concerns, forensic involvement, or barriers to successful community reintegration.
Fiscal year placement activity includes:
• FY 2025-2026: 4 admissions and 1 discharge to a lower level of care.
• FY 2024-2025: 1 admission and 2 discharges to lower levels of care.
• FY 2023-2024: 5 admissions and 0 discharges.
The Contractor will continue to provide services in accordance with Exhibit A (Scope of Services), and payment will continue to be made in accordance with Exhibit B (Fiscal Provisions), contingent upon the Contractor not being in default under the agreement.
The agreement remains subject to any restrictions, limitations, or conditions imposed by County, state, or federal funding sources and is contingent upon the availability of sufficient funding. Funding for these services is provided through Behavioral Health program revenues and Realignment funding sources. No portion of this contract is Medi-Cal reimbursable, and there is no additional County General Fund contribution, local match requirement, or Intergovernmental Transfer (IGT) exposure associated with this agreement.
Except as specifically amended, all other terms and conditions of the original agreement remain unchanged and in full force and effect. This amendment ensures continuity of critical Specialty Mental Health Services, supports increased service demand, and allows the County to maintain continuity of care for high-acuity behavioral health clients requiring structured residential placement services.
