The Lake County Code Enforcement Division received a request for a hearing before the Board of Supervisors from the property owner Jessica Northcutt regarding a Notice of Nuisance and Order to Abate issued against the property for violations of the Lake County Code. In accordance with Lake County Code Chapter 13, Article I, Section 13-7 - A hearing before the Board of Supervisors regarding a Notice of Nuisance and Order to Abate may be requested. When a hearing is requested, the Board shall proceed to hear the testimony of the Enforcement Official, his/her assistants or deputies, the testimony of the owner or his/her representatives, and the testimony of other competent persons concerning the conditions constituting such nuisance, the estimated cost of abatement, and other matters which the Board may deem pertinent. Upon the conclusion of the hearing, the Board of Supervisors may terminate the abatement proceedings, or it may uphold the Notice of Nuisance and Order to Abate, prescribing the requirements of such abatement and prescribing the time for the completion of such abatement.
The request for a hearing was specific to the 6792 Marin St. property, although in speaking with Northcutt her intent is to appeal the Notice of Nuisance and Order to Abate for the property located at 6892 Marin where the structure was located. Code Enforcement is honoring Northcutt’s intent to also appeal the notice issued for the 6892 Marin St property in attempt err in favor of Northcutt’s due process rights under the law.

Investigation Background and Fact(s):
On June 8, 2025, a request for a hearing before the Board of Supervisors (appeal) was received from Jessica Northcutt (Northcutt). The request is for 6792 Marin St., although in speaking with Northcutt it was/is her intent to appeal the notices issued against 6792 and 6782 Marin St. (Attachment B)
In 2024, the Lake County Building Division was made aware that the property located at 6782 Marin St. had incurred fire damage. The property was posted with a red tag for being unsafe and an order to vacate was posted. In addition, Code Enforcement documented the violation(s) occurring on 6792 Marin St. (Attachment C).
On May 22, 2025, for the property located at 6782 Marin St. (parcel that incurred fire damage), Code Enforcement issued a “Notice of Nuisance and Order to Abate” (NONOTA) against the property. The NONOTA provided a thirty (30) day period to correct the violations and provide for a twenty-one (21) day appeal period. The NONOTA cited the following violation(s) of the Lake County Code: (Attachment D)
• LCC Chapter 13, Article l, 13-3.1 (e) (4) Any condition dangerous to human life unsafe, or detrimental to public health or safety
• LCC Chapter 13, Article I, 13-3.1 (e) (5) Any use of land, buildings, or premises established, operated, or maintained contrary to the provisions of this Chapter or Chapters 5, 9, 17, 21, 23, 29, or 30 of this Code
• LCC Chapter 13, Article I, 13-3.1 (e) (7) The existence of garbage, rubbish, refuse, or waste matter, and weeds upon the premises contrary to the provisions of Chapters 9 and 21 of the Lake County Code and/or which creates a fire hazard
• LCC Chapter 13, Article I, I3-3.1 (e) (13) Abandoned, dismantled, wrecked, or inoperable motor vehicles, motorcycles, recreational vehicles, trailers, campers, boats or parts thereof.
• 2022 California Building Code Section 1.8.4.1 Permits. A written construction permit shall be obtained from the enforcing agency prior to the erection, construction, reconstruction, installation, moving or altering of any building or structure.
• 2022 California Fire Code Chapter 6 Section 603.6 Extension cords shall not be a substitute for permanent wiring and shall be listed and labeled in accordance with UL 817. Extension cords shall not be affixed to structures, extended through walls, ceilings or floors, or under doors or floor coverings, nor shall such cords be subject to environmental damage or physical impact. Extension cords shall be used only with portable appliances. Extension cords marked for indoor use shall not be used outdoors.

• LCC Chapter 13, Article I, Section 13-3.1 (e) (5) - Any use of land, buildings, or premises established, operated, or maintained contrary to the provisions of Chapter 21. Storage on a lot contrary to the zoning designation that requires a primary residence, previous structure has been removed.
• LCC Chapter 13, Article I, Section 13-3.1 (e) (7) - The existence of garbage, rubbish, refuse, or waste matter, and weeds upon the premises contrary to the provisions of Chapters 9 and 21 of the Lake County Code and/or which creates a fire hazard.
o Rubbish shall mean waste matter, litter, trash, refuse, debris, dirt, dry grass, dead trees, tin cans, paper, and waste material of every kind, or other unsanitary substance, object or condition which is or when dry may become, a fire hazard, or which is or may become a menace to health, safety or welfare, or which is offensive to the senses.
• LCC Chapter 13, Article I, Section 13-3.1 (e) (13) - Abandoned, dismantled, wrecked, or inoperable motor vehicles, motorcycles, recreational vehicles, trailers, campers, boats or parts thereof.
On July 22, 2024, A demolition permit was issued for the 6782 Marin St. property by the Building Safety Division for removal of the fire destroyed dwelling. Northcutt performed the abatement herself without the assistance of a licensed contractor. The issued demolition permit was only valid for one year and expired on July 23, 2025. The property owner failed to request and have an inspection performed by the Building Safety Division which is a requirement of the permit. On July 22, 2025, a Notice of Expired permit was mailed to the property owner. The permit is still open and requires an inspection from the Lake County Building Safety Division to close the permit out.
Addition Note of interest:
Since the fire, Northcutt and associates have been staying on the property in violation of the Lake County Code by: occupying a recreational vehicle; making small incremental progress to remove the fire debris and inoperable and wrecked vehicles from the property; and blocking the public roadway with vehicles. Since the fire, several County agencies including but not limited to the Sheriff’s Office, Environmental Health, Public Services and waste removal services have all been impacted with calls for service from the public and have been expending additional resources beyond what is reasonable, addressing all the issues caused by Ms. Northcutt and associates in the Marin Street community.
