Subject:                     Consideration of quarterly report of construction contract change orders approved under delegation of authority to Public Services Director for the Lake County Sheriff Administration Facility Renovation Project

 

Executive Summary:

 

As your Board is aware, the County is currently renovating the former California National Guard Armory to serve as the new Lake County Sheriff Administration Center. The project is approximately 35% complete and progressing ahead of schedule. However, due to long lead-time items and project sequencing, it is anticipated that the construction timeline will ultimately align with the originally projected completion date in Spring 2026.

 

On March 18, 2025, your Board authorized the delegation of authority to the Public Services Director to approve and execute Construction Change Orders (CCOs) for the project’s agreement with Wright Contracting, subject to the following limitations:

 

1)                     No individual CCO executed through the delegated authority shall exceed $210,000;

2)                     The cumulative total of CCOs approved under this authority shall not exceed $610,750; and

3)                     The Public Services Director shall present a quarterly report to your Board detailing all CCOs approved under this delegation.

 

As of the writing of this memorandum, two CCOs have been approved under this delegated authority, totaling $207,597.06:

 

1)                     CCO No. 1 (approved 4/16/2025): $139,404.84

2)                     CCO No. 2 (approved 6/25/2025): $68,192.22

 

Both CCOs are included with this memorandum. These changes address typical construction adjustments resulting from design modifications and unforeseen field conditions. The delegated authority enabled County staff to respond quickly to these issues, ensuring continued progress on the project without delays.

 

Importantly, these CCOs do not require any additional funding beyond what has already been approved by your Board. The project budget includes a 10% contingency, and the project remains well within approved appropriation limits.
