Subject: Consideration of resolution amending Scotts Valley Community Advisory Council boundary map
Executive Summary:
Resolution 2017-27 established the Scotts Valley Community Advisory Council to represent “Scotts Valley area” residents and businesses. The “precise boundaries” of that area were defined by Exhibit A of the resolution as it was approved by your board on Feb. 28, 2017.
Appointment of the 2023 council members disclosed the 2017 boundary map lacked adequate precision to confirm whether a given residence or business is located in the Scotts Valley area. Council members observed the 2017 map excluded portions of Eickhoff Road, Hendricks Road and Scotts Creek Road, among other roads known to traverse the Scotts Valley area.
Council Member Cornelia Sieber-Davis has worked diligently with the council and Lake County IT staff to develop a revised map that better defines and incorporates the “Scotts Valley area.” The sponsor also requested some minor changes to help smooth the contours of the southern and northern boundary lines. This draft revision has been staged on the map of Municipal Advisory Councils contained within Lake County GIS gallery. A screen grab of the GIS mapping application is attached to help contrast the existing boundary area and the proposed expansion.
The proposed new boundary was considered several times by the Scotts Valley Community Advisory Council, and the final draft was recommended for board approval on March 25, 2024. County counsel has prepared a draft resolution amending Resolution 2017-27 to expand the boundaries for the Scotts Valley Community Advisory Council as represented in new Exhibit A
