Memorandum

Date:                                          October 27, 2026

To:                                          The Honorable Lake County Board of Supervisors, serving as the Directors of the Lake County Watershed Protection District

From:                                          Dr. Pawan Upadhyay, Water Resources Director

Subject:                     (Sitting as the Board of Directors of the Lake County Watershed Protection District) Approve Contract between the Lake County Watershed Protection District and Coleman Construction LLC for the Clover Creek Diversion Channel Habitat Enhancement Project in the amount of $123,750, and authorize the Chair to sign

Executive Summary:

The Lake County Watershed Protection District recently issued Request for Proposals (RFP) No. 272224 for the Clover Creek Diversion Channel Habitat Enhancement Project. The project involves removing accumulated sediment and overgrown vegetation from approximately 0.9 miles of the diversion channel near Upper Lake to improve floodwater conveyance, reduce localized flooding risks, and enhance habitat conditions for the threatened Clear Lake hitch.

The District received five proposals in response to the RFP. Following the proposal evaluation process, Coleman Construction LLC was identified as the preferred contractor based on the evaluation of the submitted proposals. Staff recommends awarding the contract to Coleman Construction LLC in the amount of $123,750.

Timely completion of this project is critical. The diversion channel provides important flood protection for the Upper Lake community, and accumulated sediment and overgrown vegetation have reduced its ability to convey stormwater efficiently. With the rainy season approaching and the potential for significant precipitation associated with El Niño conditions, the available window to complete maintenance activities before increased creek flows is rapidly closing.

The work is anticipated to be completed within 30 days, subject to suitable site and weather conditions. Prompt contract approval will allow the District to proceed with the remaining project requirements and authorize contractor mobilization.
