Subject: Approve Change Order #1 to Terracon for the Live Oak Drive Water Main Replacement Project in the amount of $6,245 and close out the grant and project and authorize the Chair to sign
Executive Summary:
Special Districts Administration publicly opened bids for the subject project on Thursday November 6, 2025. Nine (9) bids were received, and the lowest responsible responsive bidder was Terracon Constructors, Inc. of Healdsburg, California.
The project is fully funded by the Integrated Regional Water Management Grant program (IRWM). The scope of the project is to upgrade the existing 4” steel water main on Oak Street, the existing 8” steel water main on Live Oak Drive and a portion of the existing 8” asbestos cement main on Live Oak Drive with new 8” PVC water mains, upgrade the existing valves and fire hydrants, and provide new water services to existing customers. This project takes place on Live Oak Drive in Kelseyville between Main Street to the north and State Route 29 to the south.
The Board awarded the contract for the Live Oak Drive Water Main Replacement Project to Terracon Constructors, Inc. in the amount of $338,968.00 and authorize the Special Districts Administrator to execute the Agreement and execute the attached Notice of Award on January 10, 2026.
This project is Categorically Exempt from CEQA due to the project replacing existing infrastructure.
Lake County Special Districts is closing out the project along Live Oak Dr. in Kelseyville. During the project, three unexpected water services were discovered and had to be added to the project. There had been the expectation of possible cost savings as work progressed which would balance out the cost of adding these services. It was not possible to mitigate originally projected costs to the extent desired, and thus the unexpected addition of water services resulted in change order #1 in the amount of $6,245. No additional funds are required to execute this change order. The project is fully funded by the grant funding. With this change order, the project will be complete and project close out can be completed.
