Subject: (Sitting as the Board of Directors Lake County Watershed Protection District) Approve the award of Contract for Consulting Services - Sunny Day Flood Scenario and Inundation Map Compliance for Highland Creek and Adobe Creek Dams in the amount of $32,500; and Authorize the Chair to Sign and the Water Resources Director to execute the Contract between the Watershed Protection District and Kimley-Horn and Associates Inc.
Executive Summary:
The Lake County Watershed Protection District owns and operates Highland Creek Dam and Adobe Creek Dam, both located in the Kelseyville area. The California Department of Water Resources, Division of Safety of Dams (DSOD), has notified the County that the existing flood inundation maps for these facilities-currently based on storm-related dam breach scenarios-must be updated to accurately reflect a sunny day (non-storm) dam breach event, in accordance with current DSOD guidance and regulatory requirements.
Compliance with DSOD requirements is necessary to maintain dam safety certifications and to ensure accurate emergency planning and public safety information.
In accordance with the County’s procurement policies, District staff solicited qualifications and cost proposals from engineering consultants with demonstrated expertise in dam safety, hydrologic and hydraulic modeling, and flood inundation mapping. Based on staff’s evaluation, Kimley-Horn and Associates, Inc. was determined to be the most qualified and cost-effective firm to perform the requested services.

Recommended Action:
Staff recommends that the Board of Supervisors approve the award of a contract for professional consulting services to Kimley-Horn and Associates, Inc. in the amount of $32,500 for the development of a Sunny Day Flood Scenario compliance plan and updated inundation maps for Highland Creek Dam and Adobe Creek Dam, and authorize the Chair to sign and the Water Resources Director to execute the contract between the Watershed Protection District and Kimley-Horn and Associates Inc.
