Memorandum

Date:                     TBD

To:                                          The Honorable Lake County Board of Supervisors

From:                     Anthony Arton, Director of Health Services

Subject: Consideration of Approval of Temporary Variance of Ambulance Ordinance #2687 to Extend Permits to December 31, 2024

Executive Summary:

The Lake County Health Services Department (LCHS) administers the permitting of medical transportation services in the County of Lake. Permits for FY 24/25 were delayed in anticipation of the passage of an updated ambulance ordinance and a move to the required calendar year permitting rather than fiscal year permitting. LCHS presented Ordinance No. 3147 to the Board on February 11, 2025 and it was subsequently passed on February 25, 2025 with an effective date of March 27, 2025.

In order to ensure uninterrupted service delivery and maintain compliance moving forward, LCHS is seeking a conditional operation and temporary variance in accordance with Section 9-83, 83.2(d) Conditional Operation and Temporary Variance to cover the period from July 1, 2024, through December 31, 2024 while the permitting process was delayed.

This variance would allow current permit holders to continue operating without disruption as we implement the necessary procedural adjustments and prepare for a new two-year permit cycle beginning January 1, 2025, in accordance with the ordinance.
