Executive Summary:
As per the Government Code Section 25131, an Ordinance Amendment shall go through two readings - the initial reading and the second one Adopting the Ordinance. On December 19, 2023, the Board of Supervisors read and adopted Ordinance No. 3136, which was not supposed to be adopted until at least 5 days after introduction, as per the usual procedure of the Government Code Section 25131.
