Memorandum
Date: June 17, 2025
To: The Honorable Lake County Board of Supervisors
From: Mireya G. Turner, Community Development Director
Marcus Beltramo, Code Enforcement Manager
Subject: Approve Amendment Two of Agreement Between the County of Lake and 360 Junk Removal & Hauling to Increase Annual Compensation by $100,000; for a Total Compensation Not to Exceed $250,000 for Abatement Services, and Authorize the Chair to Sign.
Executive Summary: The original agreement between the County of Lake and 360 Junk Removal & Hauling for Abatement Services was approved by the Director of the Community Development Department and the Agreement for Abatement Services commenced on July 1, 2024. Since then, 360 Junk removal & Hauling has been a valuable partner to perform Abatement Services and were a vital partner in the success of the Free Dump Days hosted by the Community Development Department (CDD) in Nice.
The capacity of 360 Junk removal & Hauling is above and beyond the capacity of the other Abatement Services Contractors and for this reason they are an important partner in performing large projects effectively and reliably. To ensure that we have the capacity to deliver on the CalRecycle Grant objectives to clean up Illegal Dumping in Lake County, it is vital we have the resources and expertise of 360 Junk Removal & Hauling available to us.
On May 13th the Board approved Amendment One to the Agreement for Abatement Services, increasing the contract limit from $100,000 to $150,000. This has ensured we maintain the pace of abatements and Free Dump Days funded by the CalRecycle Grant. The success of the activities funded by the grant program and the speed at which 360 Junk Removal and Hauling is able to complete abatements has allowed for increases in abatements as well as successful Free Dump Days in Nice, Lucerne, and Clearlake Oaks. The Community Development Departments Code Enforcement Division has upcoming abatements scheduled to maintain the grant deliverables.
In looking forward to planned Abatements and Free Dump Days through June 30, 2025, we anticipate we will exceed the current contract limit of $150,000. and for this reason we ask the Board to approve the increased annual compensation to not exceed $250,000. ensuring we do not experience any delays in executing planned abatements and we maintain the availability of 360 Junk removal & hauling at these illegal dumping cleanup sites and ensure the Community Development Department deliver on the grant goals.
