Executive Summary: Lake County Special Districts oversees the operation of multiple water and street light districts and the Lake County Sanitation District. To fully utilize on-call engineering contracts across all the District’s areas, staff is requested approval of three engineering contracts by the Board of Supervisors, Kelseyville County Waterworks District #3 Board of Directors and as the Lake County Sanitation District Board of Directors, sitting concurrently on this item.
Lake County Special Districts solicited proposals from qualified consultants to perform a variety of “on-call” engineering services to help assist District staff in engineering assignments and tasks that are needed for the District to perform at various times. This will enable staff to quickly and efficiently address the engineering and design services needed without having to go through the individual Request for Proposal and Consultant Selection process for each project.
Engineering design is fully funded through various grants and funding sources, including operation budgets.
A Request for Proposals (Solicitation No. 2617531) was distributed to Valley Contractors Exchange Plan Room Reporter Northern Online Plan Services (NOPS) as well as 3 additional Engineering firms, was advertised in the Record Bee and placed on the County and Special Districts websites. We received three (3) proposals; Larry Walker Associates (LWA) of Davis, CA., RSA+ of Lakeport, CA. and Wunderlich-Malec of Roseville, CA. A Consultant Selection Board (CSB) was convened in accordance with County policy and the recommendation of the CSB was that Wunderlich-Malec was the highest ranked firm with LWA ranked as the second highest ranked firm and RSA+ was ranked as the third highest ranked firm. Each firm has an advantage over the other with specific Disciplines, for example LWA specializes in compliance. Due to the number of projects, engineering and specific design needs, the District decided to move forward by getting all three firms under contract for the on-call services.
Attached for your consideration are agreements for On-Call Engineering Services with Wunderlich-Malec, LWA and RSA+. Also attached for your information is Task Order #1 with Wunderlich-Malec Engineering. This firm has been selected to complete Preliminary Engineering & Design of the Southeast Wastewater Treatment Plant Headworks Pipe Realignment. Funding for this task order is already allocated in the FY25/26 Budget and is within the Assistant Procurement Director’s authority.
No environmental review or determination is needed to take these actions of awarding engineering contracts. All environmental requirements will be completed during each project’s Design and Environmental Phase and prior to Construction.
