Memorandum

Date:                                          May 6, 2025

To:                                          The Honorable Lake County Board of Supervisors

From:                                          Elise Jones, Director of Behavioral Health Services

Subject:                     Consideration of the Agreement Between County of Lake and Community Behavioral Health for Substance Use Disorder Medication Assisted Treatment Services for FY 2025-26 in the Amount of $1,000,000.

Executive Summary:

This memorandum seeks the Lake County Board of Supervisors' approval for an agreement between the County of Lake and Community Behavioral Health (CBH) to provide Substance Use Disorder (SUD) Medication Assisted Treatment (MAT) services for Medi-Cal beneficiaries under the Drug Medi-Cal Organized Delivery System (DMC-ODS) program for Fiscal Year 2025-26. The agreement, valued at $1,000,000, will cover services from July 1, 2025, through June 30, 2026.

The MAT services provided by CBH will include critical interventions such as opioid use disorder (OUD) treatment, other substance use disorder treatments, and care coordination. These services will be delivered in compliance with the Department of Health Care Services (DHCS) regulations, and will support Lake County's broader public health and behavioral health goals.

In alignment with Lake County’s purchasing ordinance, the services provided by CBH have been vetted and are in compliance with the County’s established procurement processes. Specifically, CBH was selected to provide psychiatric and prescriber services through a competitive bid process previously conducted by the County for Specialty Mental Health Services (SMHS). As part of this agreement, CBH will contribute nursing and prescriber full-time equivalents (FTEs) within the County's in-house MAT program.

The agreement ensures that the County continues to benefit from high-quality, compliant services, leveraging existing partnerships to provide a seamless, coordinated approach to treatment for individuals with substance use disorders. It further aligns with the strategic objectives of improving the well-being of Lake County residents by expanding access to MAT services and enhancing community health outcomes.
