Date: June 2, 2026
To: The Honorable Lake County Board of Supervisors
From: Rachael Dillman-Parson, Director, Lake County Social Services
Subject: Approve Out of State Travel for Adult Services Deputy Director Amy Schimansky, Adult Services Program Manager Diana Torrez and Adult Protective Services (APS) Social Services Aide Jillian Braden and new Social Worker to attend the annual National Adult Protective Services Association (NAPSA) Conference in Austin, TX from November 15-18, 2026
Executive Summary:
The National Adult Protective Services Association (NAPSA) Annual Conference brings together Adult Protective (APS) professionals and multidisciplinary experts from across the country to exchange knowledge, collaborate, and strengthen professional networks. It is the only national conference focusing solely on APS.
The Lake County Adult Protective Services (APS) Program is committed to the safety and well-being of older and dependent adults in our community. The information and professional contacts gained through participation in NAPSA will provide invaluable resources to the APS program as it serves Lake County’s disproportionately large senior population.
Anticipated costs are estimated not to exceed $2,500 each and will be fully reimbursed from APS Educational Stipends for FY 25/26 and FY 27/28 which are to be spent expressly for training purposes and activities which improve the ability to provide services by staff.
To secure the best flight times and rates, we are asking for early approval to proceed with arrangements.
