Subject: Approve the Agreement between the County of Lake and God’s Love Outreach Ministries (G.L.O.M.) for Adult Residential Support Services, Crisis Support, and Specialty Mental Health Services for Fiscal Year 2026-27, for the term of July 1, 2026 through June 30, 2027, in an amount not to exceed $575,000.00; and authorize the Chair to sign.
Executive Summary:
Lake County Behavioral Health Services (LCBHS) contracts with qualified providers to ensure appropriate residential placement and behavioral health treatment options are available for County clients requiring specialized levels of care.
God’s Love Outreach Ministries (G.L.O.M.) operates behavioral health and residential facilities throughout California. Under this Agreement, G.L.O.M. will provide Adult Residential Facility services, Crisis Services Care Facility services, and associated Specialty Mental Health Services to County-referred clients, as authorized by LCBHS.
This is a new facility contract for LCBHS, and the Department has not previously utilized G.L.O.M. for client placements; therefore, historical utilization data is not available. LCBHS anticipates referring approximately five clients to G.L.O.M. for placement during Fiscal Year 2026-27. Actual referrals, placement duration, and costs will depend on individual client needs, clinical appropriateness, facility availability, and County authorization. The Agreement does not guarantee a minimum number of referrals, placements, occupied beds, or service volume.
Services may include case management, clinical services, medication management, residential services, meals, community reintegration activities, psychiatric services, and nursing services, as applicable to the County-authorized placement and level of care. Continued placement is subject to County review and written authorization, and G.L.O.M. is required to participate in utilization review and discharge planning for County clients.
The Agreement establishes daily rates based on the facility and level of services required. Adult Residential Facility rates range from $289 to $409 per client, per day, and Crisis Services Care Facility rates range from $409 to $689 per client, per day. The specific rate for each placement must be authorized in writing by the County, and G.L.O.M. may not bill above the applicable authorized rate.
The Agreement has a maximum compensation amount of $575,000.00 for Fiscal Year 2026-27. Costs associated with authorized placements and services will be funded through applicable Medi-Cal reimbursement and Realignment. LCBHS is also evaluating eligible placement and service costs for potential Behavioral Health Services Act (BHSA) funding, where allowable under applicable BHSA requirements.
The Agreement also includes requirements related to Medi-Cal and Department of Health Care Services compliance, billing and documentation, utilization reporting, credentialing, quality oversight, audit requirements, and other state and federal requirements applicable to Specialty Mental Health Services.
Due to the specialized nature of the residential, crisis, and behavioral health services provided under this Agreement, staff recommends that the Board find that competitive bidding is not in the public interest pursuant to Lake County Code Chapter 2, Section 2-38. The Agreement includes this finding based on the unique nature of the services and G.L.O.M.’s experience, staffing, qualifications, and facilities.
