Subject:                     Approve Contract between County of Lake and Brain Learning Psychological Corporation for Learning Disability Testing, in the amount of $45,000.00 per fiscal year from July 1, 2023 to June 30, 2026, and authorize the Chair to sign.

 

 

Executive Summary:

Learning disabilities should not be a barrier to employment and self-sufficiency. The Lake County Department of Social Services (LCDSS) CalWORKs Welfare-to-Work (WTW) program supports this philosophy by offering learning disability testing, evaluations, and accommodations to WTW clients. It is a State mandate that LCDSS must provide testing and evaluations to any WTW client who requests such services.  Brain Learning Psychological Corporation (Brain Learning) has experience providing these services to county welfare departments. In addition to the testing and evaluation services, Brain Learning will also be providing training for staff to increase knowledge and awareness of learning disabilities. A disproportionate percentage of the unemployed have learning disabilities compared to the general population and given awareness and accommodation, a client is more prepared and better able to reach their employment goals. Despite COVID-19 restrictions, Brain Learning was still able to complete ten evaluations in fiscal year 2021/2022. Brain Learning charges a rate of $1350 per virtual assessment and $1,500 per in person assessment.
