Memorandum

Date:                                          September 15, 2026

To:                                          The Honorable Lake County Board of Supervisors

From:                                          Robin Borre, Special Districts Administrator

Subject:                     PUBLIC HEARING - Consideration of Draft Ordinance to Amend Article VI to Chapter 9 of the Lake County Code Establishing a Cross-Connection Control Program to Protect the Public Water Systems

Executive Summary:

County of Lake Special Districts is proposing amendments to its existing Cross-Connection Control Program Ordinance to align with the requirements and terminology established in the California State Water Resources Control Board’s Cross-Connection Control Policy Handbook (CCCPH).

The amendments update existing language, definitions, requirements, and procedures to reflect current State standards for the prevention of backflow and protection of the public drinking water supply.

These revisions are intended to maintain consistency with State requirements, strengthen the District’s existing cross-connection control program, and ensure continued protection of the District’s public water systems.

The proposed amendments primarily update and clarify the existing program rather than establish a new Cross-Connection Control Program.
