Memorandum

Date:                                          April 28, 2026

To:                                          The Honorable Lake County Board of Supervisors

From:                                          Susan Parker, County Administrative Officer

Casey Moreno, Deputy County Administrative Officer

Subject:                     Consideration of a Resolution Amending the Master Fee Schedule for Departmental Services Rendered by The County

Executive Summary:

The Master Fee Schedule established by your Board provides the public with a convenient and transparent single source document that reflects all County service fees. In adopting the initial Master Fee Schedule, your Board expressed intent that it be routinely updated and established the authority and procedures to accomplish such updates. Consequently, in accordance with Article XXVIII in Chapter 2 of the County Code, a Resolution adopting updates to the Master Fee Schedule is presented for your consideration.

The attached Resolution and exhibit reflect staff’s recommendation to amend fees for Agriculture, Animal Care and Control, Assessor-Recorder, Auditor-Controller/County Clerk, Behavioral Health, Building Safety Division, Code Enforcement, Planning Division, Public Works, Sheriff and Water Resources. Most departments are increasing by the CPI of 2.48%.  All other changes have a government code which backs up the fee change, or a fee study has been provided.

The Animal Care and Control department is requesting clarification of fees, increasing by CPI, and adding Flea & Tick preventative.  Agriculture, Assessor-Recorder, Auditor-Controller/County Clerk, and Behavioral Health is requesting changes to fees to match various Government Codes. Building and Safety, Code Enforcement, Planning Department, Public Works and Water Resources is requesting changes due to CPI increase.   Public Works is also increasing the Surveyor Hourly Rate pursuant to a fee study.  Public Services fees have been moved to be listed under Public Works.  Sheriff is adding the Bingo Annual License fee which currently exists in Article IV of the County’s Code of Ordinances.

Staff are recommending this annual update to the Master Fee Schedule to reflect the actual costs associated with providing the specified services. All fees set forth in this Master Fee Schedule adjustment shall become effective 07/01/2026, as stated in the Resolution.
