Subject: Consideration of Amendment Six, in the Amount of $625,700.00 for a Total Not to Exceed Amount of $3,521,213.31, to the Agreement Between the County of Lake and Consor for Final Design and Right-of-Way Services for the South Main Street and Soda Bay Road Corridor Improvements and Authorize the Chair to Execute the Amendment
Executive Summary:
On February 24, 2015, the County of Lake (County) and Quincy Engineering, Inc. (Quincy), entered into an Agreement, in the amount of $2,182,595.00, for Final Design and Right-of-Way Services for the South Main Street and Soda Bay Road Corridor Improvement Project in Lake County, CA.
On July 17, 2015, the County and Quincy executed Amendment One, in the amount of -2,262.00 for allowing staff substitution that resulted in sub-consultant cost reductions.
On September 26, 2017, the County and Quincy executed Amendment Two, in the amount of $162,843.73, for budget re-allocation and task re-assignment.
On August 14, 2018, the County and Quincy executed Amendment Three, in the amount of 139,878.05, for updating appraisals and waiver valuations to satisfy the State and Federal right of way acquisition requirements,
On December 14, 2021, the County and Quincy executed Amendment Four, in the amount of $412,460.00, for updating the underground trench design and right of way needs, as well as perform land acquisition tasks, and
On December 2022, the County and Quincy executed Amendment Five to assign the Agreement from Quincy Engineering, Inc. to its parent company, Consor.
Amendment Six will address the budget needed to complete NEPA Revalidation, CEQA Revalidation, and Right of Way Acquisitions.
This amendment will provide for the additional effort required for various tasks. Consor, County, and Caltrans worked together in developing the scope of work. As a result of this amendment, the contract amount will be increased by a net amount of $625,700.00.
Funding for the project comes from a variety of sources to include the State Transportation Improvement Program (STIP), Federal Demonstration Program, Lake Area Planning Council Local Transportation Funds, County Road funds, and utility company tariffs and contributions.

Recommended Action:
The Public Works Director recommends that the Board of Supervisors approve Amendment Six, in the amount of $625,700.00 for a total not to exceed amount of $3,521,213.31, to the Agreement Between the County of Lake and Consor for Final Design and Right-of-Way Services for the South Main Street and Soda Bay Road Corridor Improvements and Authorize the Chair to Execute the Amendment.
