Memorandum

Date:                                          February 24, 2026

To:                                          The Honorable Lake County Board of Supervisors

From:                                          Matthew Barnes, UCCE Area Director

Subject:                     10:30 A.M. - a) Consideration of 2026 Governance Workshop Presentation for University of California Cooperative Extension (UCCE); and b) Consideration of Presentation on the University of California Livestock and Natural Resources Program

Executive Summary:

a)                     I was unavailable to present at this year’s Board of Supervisors Governance Workshop  Special Meeting on Tuesday, January 27, 2026.  I will introduce the presentation for UCCE at today’s meeting.

b)                     Your Board will be introduced to Dr. Jennie Lane, DVM, MPH, the newly appointed Livestock and Natural Resources Academic Advisor serving Lake and Mendocino Counties with the University of California Cooperative Extension (UCCE). Dr. Lane brings experience in livestock health, rangeland management, food systems, and watershed restoration, most recently with the One Health Institute at UC Davis, where she supported research and training efforts linking animal health, public health, and ecosystem stewardship. In her role with UCCE, she will work collaboratively with livestock producers, land managers, and Tribal and community partners to assess local needs, strengthen the economic viability of ranching operations, improve rangeland health, and leverage livestock management as a tool for wildfire resilience and long-term landscape sustainability.
