Subject:                                          a) Adopt Resolution Approving Right of Way Certification for Kelseyville Sidewalk Project, Federal Project No. HIPL-5914(133); and b) Approve the Plans and Specifications for the Kelseyville Sidewalk Project and Authorize the Public Works Director to Advertise for Bids

 

Executive Summary:

 

The plans and specifications, right-of-way, utility coordination, and environmental clearance are complete for the Kelseyville Sidewalks Project, Federal Project No. HIPL-5914(133), and staff is prepared to solicit the project for construction bids. The project received federal Safe Routes to School funding secured by Congressman Thompson following the County’s submittal of a Community Project Funding request.

 

In order for federal funds to be approved for construction, Caltrans requires that the County submit, among other things, a Right of Way Certification to confirm that all necessary property acquisitions and utility owner coordination has been completed, along with a resolution from the governing body authorizing the submittal of the completed certification. Staff prepared the attached resolution and certification demonstrating that that the project includes no property acquisitions, and that utility owner coordination is complete for the necessary utility adjustments.

 

Additionally, in accordance with State code and County policy for formal bid procedures, prior to soliciting the project for construction bids your Board must approve the project plans and specifications. A copy of the plans and specifications are available for review at the Public Works Department.
