SUBJECT:                     Approve Memorandum of Understanding (MOU) and Joint Exercise of Powers Agreement (JPA) Between the County of Lake and CalSAWS and authorize the Chair to sign all three copies of each agreement

EXECUTIVE SUMMARY:

 

As your Board is aware, the Lake County Department of Social Services currently uses an automated system for case management to support the delivery of Welfare Eligibility programs and services to clients. These programs include Medi-Cal, CalWORKs, CalFresh, Foster Care Eligibility, and many more.

 

In California, there are a total of three Statewide Automated Welfare Eligibility Systems (SAWS), operated under two consortia. In order to comply with State and Federal technology architecture standards, and continue to receive Federal Financial Participation (FFP) for the systems, the State of California must implement a single system by the end of 2023: California Statewide Automated Welfare System (CalSAWS).

 

Lake County, along with 39 other counties, is currently a member of the California Automated Consortium Eligibility System Consortium (CalACES). Prior to CalACES, Lake County was a member of the California Statewide Automated Welfare System Consortium I-IV (C-IV), and still uses the C-IV system for automated case management. Over the next 4 years, Lake County will collaborate and confer with other CalSAWS member counties, and begin the conversion to the new statewide single automated Welfare system. Part of this essential transition requires all 58 counties to execute a Joint Exercise of Powers Agreement (JPA) and a Memorandum of Understanding (MOU) in order to explain obligations and delegate responsibilities for each county.

 

The JPA was first executed in 1998 with the creation of the C-IV Consortium. Lake County signed on in 2007 with the adoption of C-IV for use as the automated Welfare Eligibility System for Social Services. The purpose of this JPA amendment is to allow each member county to provide input on the various aspects involved in the design, development, implementation, migration, and ongoing maintenance of the SAWS, including the current systems in use, and ultimately CalSAWS, which will be the single automated Welfare Eligibility System for all 58 California counties. The MOU between CalSAWS and Lake County clearly delineates the various responsibilities of the County and the Consortium during and after the shift to CalSAWS by the end of 2023.

 

The amended JPA and MOU are the start of the process that will allow California to finally operate using one automated Welfare Eligibility System, which will help with communication between county agencies and allow for universal practices that help Social Services achieve higher quality of service to participants.
